ACOM DWS ASST DIR GRANTS RESOURCE ADMIN

The Department of Workforce Services (DWS) Assistant Director of Grants Resource Administration is responsible for grants management in the division/agency. This position is governed by state and federal laws and agency policy.

Typical Functions:

Provides leadership and direction in all aspects of the administration of the department or division offices throughout the state of Arkansas. Establishes and implements short and long terms goals, objectives, strategic plans, policies, and operating procedures. Designs, establishes and maintains organizational structure and staffing to accomplish the goals and objectives of the department/division. Reviews and approves actions, including lease actions, contracts, personnel forms and actions, major expenditure and capital outlay purchases, publications, and advertising. Provides administrative guidance to additional division supervisors on both human resources and fiscal related operations. Oversees fiscal reports to ensure complete compliance with both federal and state requirements. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of Arkansas Administrative Statewide Information System (AASIS). Knowledge of federal and state laws. Knowledge of payroll, personnel, budget, and financial management. Knowledge of state personnel policy and procedures. Knowledge of the Fair Labor Standards Act. Ability to communicate with numerous personnel through oral and written methods. Ability to analyze and solve problems dealing with legal and fiscal complexities in contracts. Ability to analyze and interpret business manuals and state governmental regulations.

Minimum Qualifications:

The formal education equivalent of a bachelor’s degree in business administration or a related field; plus six years of progressively more responsible experience in grants management, including two years in a supervisory capacity.
