DHE FEDERAL PROGRAM MANAGER
The Department of Higher Education (DHE) Federal Program Manager is responsible for
coordinating all postsecondary Carl Perkins activities and ensuring federal and state compliance. This position is governed by state and federal laws and agency policy.

Typical Functions:
Coordinates Carl Perkins career and technical program activities with two- and four-year institutions.
Develops and manages technical infrastructure to support financial and accountability elements of Carl Perkins program and provides fiscal oversight of Carl Perkins program.
Analyzes data and applies findings towards Carl Perkins program improvement and accountability requirements.
Develops and delivers professional development opportunities for program coordinators and statewide faculty.
Researches and prepares special reports on issues related to federal aid program areas.
Performs other duties as assigned.
Knowledge, Abilities, and Skills:
Knowledge of state and federal laws, regulations, and policies pertaining to federal finance
programs.
Knowledge of organizational management principles and techniques.
Knowledge of grants administration.
Knowledge of administrative analysis and statistical techniques as applied to organizational
and management issues.
Ability to interpret and explain state and federal laws, regulations and policies.
Ability to analyze complex administrative problems and develop effective courses of action.
Ability to work with others to assure program compliance and responsiveness.
Ability to plan and direct the work of others.
Ability to communicate in oral and written format.
Minimum Qualifications:
The formal education equivalent of a bachelor’s degree in business administration, public administration, finance or a related field; plus five years of experience in grant and/or contract administration, financial program management or a related field, including two years in a supervisory capacity.
