DHS ASST DIR CONTRACT MONITORING UNIT

The Department of Human Services (DHS) Assistant Director of the Contract Monitoring Unit is responsible for ensuring compliance with federal regulations for intermediate care facilities for developmentally disabled individuals. This position is governed by state and federal laws and agency policy.

Typical Functions:

Develops and monitors strategic plans, quality improvement plans, and plans of corrective action to comply with federal guidelines and to meet accreditation standards for developmental and rehabilitative facilities. Directs and coordinates section activities through supervisors by assessing service and financing needs, establishing goals, objectives, and short and long-range plans, reviewing and evaluating program effectiveness, and making adjustments, as necessary. Monitors audits of facility operations and investigations of reported problems. Provides technical assistance, guidance, and information to internal and external agency management and professional staff, executive staff, legislators, service providers, and service recipients. Researches and interprets federal and state laws, agency policies and procedures, compiles information, and prepares recommendations orally and in writing. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of state and federal guidelines and regulations governing the delivery of developmental disabilities services. Knowledge of the principles and practices of human resources, organizational, and fiscal management. Ability to analyze, evaluate, and manage program and service effectiveness and compliance. Ability to supervise employees, administer work plans, and evaluate progress. Ability to research, analyze, and evaluate information and prepare reports.

Minimum Qualifications:

The formal education equivalent of a bachelor’s degree in health care administration, public administration, business administration or a related field; plus six years of progressively more responsible experience in health care administration, public administration or a related field, including three years in a professional managerial capacity.
