TSS BILLING SERVICES MANAGER
The Department of Information Systems (DIS) Billing Services Manager is responsible for
overall management of the Billing Services Team. This team performs the functions of
customer billing, accounting, and customer relations. This position is governed by state and
federal laws and agency policy.

Typical Functions:
Supervises a medium-sized professional staff, assigns and reviews work, trains new
employees, evaluates performances, and interviews/recommends for hire.
Monitors expenditures and prepares various reports regarding the agency’s financial status.
Reviews staff proposals, makes decisions and recommendations, and writes justification for
enhancements and changes to standards and procedures.
Develops, coordinates, and determines employee participation in assigned projects.
Complies with state and federal regulations regarding billing, accounting, and payments for
services rendered and purchased.
Performs other duties as assigned.
Knowledge, Abilities, and Skills:
Knowledge of principles and practices of accounting and financial analysis.
Knowledge of state accounting, budget, and purchasing policies and procedures.
Ability to read, analyze, and interpret common financial reports and documents.
Ability to respond effectively to common inquiries or complaints from customers, regulatory
agencies, or members of the business community.
Ability to effectively present information in oral and written formats.
Ability to work with mathematical concepts, such as probability and statistical inference,
fundamentals of plane and solid geometry, and trigonometry.
Ability to apply concepts, such as fractions, percentages, ratios, and proportions, to practical
situations.
Ability to define problems, collect data, establish facts, and draw valid conclusions.
Ability to interpret an extensive variety of technical instructions in mathematical or diagram
form and deal with several abstract and concrete variables.
Ability to evaluate effectiveness of fiscal operations and controls and make projections.
Minimum Qualifications:
The formal education equivalent of a bachelor’s degree in business, accounting or a related
field; plus four years of experience in accounting, financial operations or a related field,
including two years in a supervisory capacity.
Required Certificates:
Must be certified as a Certified Public Manager. The candidate may be hired with a
conditional agreement to attain CPM certification within one year of employment.
