Jay Harton Named Director of the Division of Information Systems

Little Rock, Arkansas — Governor Sarah Huckabee Sanders has named Jay Harton as Director of the Department of Transformation and Shared Services (TSS) Division of Information Systems (DIS). Harton has served as Interim Director since February 2024.

“Jay’s leadership has been essential in implementing Arkansas Forward and ensuring Arkansans are safe as modern technology advances, and I look forward to his continued leadership as the head of the Division of Information Systems,” said Governor Sanders.

“I am honored to assume the role of Director for DIS,” Harton stated. “I am grateful to Governor Sanders for this opportunity to continue serving the great State of Arkansas alongside the dedicated professionals at DIS.”

TSS Secretary Leslie Fisken praised Harton’s leadership:

“As Interim Director and Chief Operating Officer, Jay has been instrumental in advancing the state’s information technology capabilities. His expertise will be invaluable as Arkansas navigates the evolving digital landscape, including artificial intelligence (AI), cybersecurity, and IT infrastructure.”

With over 27 years of experience at DIS, Harton has been a driving force in modernizing Arkansas’ IT infrastructure and services. Before his appointment as Director, he served as Chief Operating Officer since 2016, overseeing daily operations and strategic initiatives for the division.

Prior to his executive leadership role, he served as the Division Director of Enterprise Solutions, spearheading key technological advancements and operational improvements. Harton began his career at DIS in 1996, steadily rising through the ranks to Manager of Windows System Support, where he played a crucial role in managing and optimizing critical system support services.

Harton attended the University of Arkansas at Little Rock and the University of Arkansas.
