Director Jay Harton

Jay Harton is an accomplished IT leader currently serving as the Director of the Department of Transformation and Shared Services (TSS) Division of Information Systems (DIS) since February 2024. With an impressive tenure of over 27 years at DIS, Jay has significantly contributed to the advancement of IT infrastructure and services in Arkansas. Prior to his current role, he was the Chief Operating Officer at DIS from January 2016, where he managed the division’s daily operations and strategic initiatives. Before ascending to executive leadership, he served as the Division Director of Enterprise Solutions from April 2013 to January 2019, overseeing strategic technological improvements and operational enhancements. His career at DIS began in August 1996 where he worked his way up to being the Manager of Windows System Support, mastering and managing critical system support services.

Jay’s educational background includes foundational studies at the University of Arkansas, where he studied from 1991 to 1996, followed by further education at the University of Arkansas at Little Rock. His extensive experience and education have equipped him with deep expertise in information technology, strategic planning, and leadership, making him a pivotal figure in Arkansas’s public sector’s IT landscape.
