ADH HEALTH INFO TECH SR SYS SPECIALIST
The Health Information Technical Senior Systems Specialist is responsible for data auditing, quality control, planning, and designing network data structure systems in relation to medical health information technology within the State of Arkansas. This position is governed by state and federal laws and agency policy.

Typical Functions:
Oversees the overall development and maintenance of the State Health Alliance for Records Exchange (SHARE) services to include the development of the budget for infrastructure and developing long term replacement strategies for technical solutions, including the technical architecture of SHARE, policies related to data quality and control, and development of Request for Proposals for vendor solutions and services.
Develops business plans for the sustainability of the SHARE network and coordinates contract or agency staff in relation to design and data security.
Manages vendor interaction and expectations to identify technical solution requirements and executes information security efforts.
Manages and directs the activities of the agency staff and provides management support and assistance to collaborating partners including formulating goals and objectives, implementing policies and procedures, and evaluating the effectiveness of the work activities.
Directs the activities of divisional personnel by managing subordinate staff, including interviewing, hiring, providing training, assigning and reviewing work, and evaluating performance.
Monitors all federal and state legislation affecting health related information technology.
Performs other duties as assigned.
Knowledge, Abilities, and Skills:
Knowledge of state and federal laws and policies pertaining to medical health information technology systems.
Knowledge of principles and practices of human resources, organizational, and fiscal management.
Knowledge of state budgetary, human resources, and purchasing procedures.
Knowledge of information technology systems including data auditing, quality control, network and systems design.
Ability to respond to inquiries or complaints from partners, regulatory agencies, or members of the health care community.
Ability to organize and present clear and concise oral and written reports of findings and recommendations.
Ability to define problems, collect data, establish facts and create solutions.
Ability to provide information, instructions, and technical guidance related to medical health information technology systems.
Ability to establish and maintain working relationships with others.
Ability to establish comprehensive organizational systems and programs and to direct operations.
Ability to estimate cost, time, manpower, equipment, and materials required to support plans/operations.
Ability to analyze the impact or effectiveness of current programs or proposed programs/services.
Minimum Qualifications:
The formal education equivalent of a bachelor’s degree in business administration, information technology, public administration, healthcare administration, public health or a related field; plus six years of experience in operational management, technology based project management, network and/or IT systems designs, specifically at an operational level, including four years in a professional managerial capacity including resource management.

The formal education equivalent of a master’s degree in business administration, information technology, public administration, healthcare administration, public health or a related field; plus four years of experience in operational management, technology based project management, network and/or IT systems designs, specifically at an operational level, including two years in a professional managerial capacity including resource management.
