ASST DIR OF RURAL SERVICES

The Assistant of Director Rural Services is responsible for the management of the administrative division of the agency, coordinating the activities between agency divisions, and assisting the director with the overall operations of the agency. This position is governed by state and federal laws and agency policy.

Typical Functions:

Reports to and assists agency director on management and administration of office operations. Prepares and maintains annual agency budget. Provides input in developing and implementing goals, objectives, policies and procedures for the agency coordinating with the director and subordinate supervisors in the preparation of plans. Researches and prepares reports of agency programs and presents to agency director, board, and/or public officials. Oversees implementation of the Arkansas Community Grants, County Fair Grants, and Block Grants. Serves as public relations/educational officer for office and commission as needed. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of the principles and practices of organizational management. Knowledge of grant funding operations. Ability to establish comprehensive organizational systems and programs and to direct operations through subordinate managers. Ability to assist in monitoring and evaluating agency operations. Ability to interpret laws and regulations and develop applicable policies and procedures. Ability to prepare, review, analyze, and approve budget recommendations, purchase requests, and expenditures.

Minimum Qualifications:

The formal education equivalent of a bachelor’s degree in business, public administration, or a related field; plus four years of experience in program development, program administration, or a related area, including two years in a supervisory or leadership capacity.
