ATRS ASSOCIATE DIRECTOR OF INVESTMENTS

The Arkansas Teacher Retirement System (ATRS) Associate Director of Investments is responsible for coordinating investment operational activities of the investment fund. This position is governed by state and federal laws and agency policy.

Typical Functions:

Monitors investment managers and their portfolios, including approving invoices and real estate transactions as well as reviewing general financial reports. Prepares reports for the board of trustees and administrative personnel, and presents recommendations for divisional procedural alterations. Controls planning for the operation of the investment division to ensure that both short term and long term previously established objectives are accomplished. Ensures communication with professional personnel. Analyzes financial information to anticipate industry economic conditions, and uses analyses for assistance in making investment decisions. Maintains knowledge of advancements in financial fields by monitoring fundamental economic developments through the analysis of information attained from several sources. Manages supervisory personnel who recommend investment timing to interdepartmental personnel, including both investment companies and the general investing public. Manages supervisory personnel who determine the prices securities should receive syndication, and monitors their offering to the general investing public. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of securities laws. Knowledge of real estate lending. Knowledge of analysis and reporting methods for financial data. Knowledge of economic and accounting principles and practices. Knowledge of the general operational structure for financial markets. Ability to communicate with investment professionals. Ability to manage and motivate investment staff personnel. Ability to analyze the operational structure for financial markets. Ability to analyze financial information to project potential future actions. Ability to work with additional departmental managers in an attempt to achieve overall goals.

Minimum Qualifications:

The formal education equivalent of a bachelor’s degree in business administration; plus four years of experience in the field of business, including two years in a supervisory role.
