E&E INSPECTOR I

The Arkansas Department of Energy & Environment (E&E) Inspector I is responsible for conducting field, regulatory, or safety inspections of various energy or environmental resources, installations, and facilities, including public and privately-owned air, water, and solid waste permitted facilities; liquefied petroleum gas storage tanks and transport vehicles; and wells, transport vehicles, and operational structures related to the production of crude oil and natural gas production. This position is governed by state and federal laws and agency policy.

Special Job Requirements:

Frequent in-state travel is required.

Typical Functions:

Conducts on-site inspections to ensure compliance with state and federal laws, regulations, and restrictions. Inspects to confirm compliance with proper installation, operation, and condition. Reviews and verifies records required by permit or regulation, reporting procedures, and sampling and analytical techniques. Prepares inspection reports, including a narrative, when required. Collects samples for laboratory analysis and takes photographs to document findings. Investigates complaints of regulated, permitted, and non-permitted sites, determines validity of complaint, cites violations of state and/or federal laws and regulations, documents findings, and assists violator in correcting the problem; may conduct follow-up investigations. May respond to emergency situations, monitor clean-up, and prepare incident report documenting findings. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of state and federal energy and environmental regulations. Knowledge of investigation standards and procedures. Knowledge of scientific testing equipment and analytic procedures utilized to determine compliance with regulations. Ability to conduct on-site scientific inspections, evaluate findings, and determine compliance with regulations. Ability to obtain data samples for laboratory analysis. Ability to compile data and prepare reports. Ability to train others in proper procedures.

Minimum Qualifications:

The formal education equivalent of a high school diploma, plus two years of experience in an energy or environmental related industry.

Required Certificates:

Must possess a valid Arkansas driver’s license. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
