PSC TAX VALUATION SUPERVISOR

The Public Service Commission (PSC) PSC Tax Valuation Supervisor is responsible for determining property values of public utilities and carriers for ad valorem assessments by collecting and analyzing financial and economic information. This position is governed by state and federal law and agency/institution policy.

Typical Functions:

Supervises a staff of valuation analysts by interviewing, recommending for hire, training, assigning and reviewing work and evaluating the performance of subordinates. Provides direction to other staff members regarding the processing, valuing, and assessment of bus and trucking companies for ad valorem taxes. Creates and implements short and long range plans for the efficient and accurate annual valuation and ad valorem assessment of bus and trucking companies. Plans, organizes, and schedules program implementation for the valuation and ad valorem assessment of bus and trucking companies in accordance with internal and statutory deadlines. Analyzes complex bus and trucking company equipment values and mileage reports to value carriers, calculate the allocation to Arkansas, and assess carrier property for ad valorem taxes. Assists bus and trucking companies in filing and updating ad valorem assessment information to ensure accuracy. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of laws, rules, regulations, and Commission precedent related to ad valorem taxation. Knowledge of laws and regulation affecting the transportation industry. Knowledge of ad valorem tax laws. Knowledge of research, analysis, and investigatory techniques. Knowledge of supervisory practices and procedures. Ability to organize, develop, and execute long range plans in compliance with statutory and internal deadlines. Ability to analyze documents to determine compliance with rules, regulations, and procedures. Ability to develop, recommend, interpret, and apply policies and procedures. Ability to plan, organize, and oversee the work of others.

Minimum Qualifications:

The formal education equivalent of a bachelor’s degree in public administration, general business or a related field; plus two years of experience in valuation and ad valorem assessment or a related field, including one year of supervisory experience. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
