Director Kay Barnhill

Kay Barnhill is the State Personnel Administrator of the TSS Office of Personnel Management (OPM). Over the course of her 43-year career, Kay has worked for eight Governors, starting as the entry-level Personnel Representative Trainee to her current position as State Personnel Administrator.

Her various responsibilities at OPM include managing the State payroll system, development of personnel policies and guidelines for all state agencies, classification and compensation for state agencies, and position budgeting for state agencies.

Kay is a Louisiana native, but attended the University of Arkansas in Fayetteville, where she obtained a BSBA in Personnel Management.
